Datuk Dr. Habibah Abdul Rahim is Adjunct Professor at Universiti Teknologi Malaysia and Senior Fellow at Institut Masa Depan Negara. Habibah is former Director General of Education Malaysia and has served the Ministry of Education Malaysia for more than 34 years before retiring on 6 April 2021. She began her career as a secondary school teacher and among posts held are the Head of the Delivery Management Office for the Education National Key Economic Area, Executive Director of the Education Performance and Delivery Unit, Director of the Educational Planning and Research Division, and Deputy Director General of Education (Policy and Curriculum). She has extensive experience in policy development, macro planning, programme implementation and evaluation. She played an instrumental role in the development of the Malaysia Education Blueprint 2013-2025 (Preschool to Post Secondary Education), Pelan Induk Pembangunan Pendidikan 2006-2010 and Pembangunan Pendidikan 2001-2010. Her publications (with other authors) include: 21st Century Competencies and Structural Education Reform, in APEC Report on Education and Economic Development (2019); Model, Instrumen dan Indeks Perpaduan dalam Kalangan Murid Sekolah serta Impak Terhadap Dasar Perpaduan, INTAN Journal (2018); Training Tools for Curriculum Development: A Resource Pack for Gender-Responsive STEM Education, IBE-UNESCO (2017). She was conferred the Datin Paduka Setia – Sultan Sharafuddin Idris Shah (2020) and the Panglima Jasa Negara (2020). She was awarded by the Ministry of Education the Anugerah Tokoh Kepimpinan Pendidikan Kebangsaan (2021), Anugerah Tokoh Teladan Integriti (2016) and Pingat Perkhidmatan Cemerlang (2014).
